MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2003 film?

Leo Machuchal is a sad and lonely guy. His mom is dying in the hospital; he works as an excellent in a grimy building, and gets no respect from his next-door neighbors, the local domino players, and sometimes even the corner medication dealers. At 70 years of age, their life seems pointless. All of this modifications as soon as the Congressman of El Barrio (eastern Harlem) dies unexpectedly, and a few accidents propel Leo in to the forefront of a hotly contested campaign for Congress.
