MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2001 film?

Every day on the streets of inner-city areas of the United States is waging a war, a war between residents, drug dealers and those who have also sworn to protect each other. This war has its victims and their tormentors, and one of its most important is Sergeant Alonzo Harris, a narcotics agent with 13 years of experience whose questionable methods make blurring the line between legality and corruption. Jake Hoyt, a teenager newly assigned to narcotics police, begins his rounds Alonzo orders in this way learn from him.
