MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1978 film?

In this pop version of " The Wizard of Oz, Dorothy is a shy young man working in Harlem as a kindergarten teacher. While searching for her dog Toto, is lost during a blizzard, is transported to a wonderful world following a yellow brick road.
