MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

In 2013, the United States, no highways, no laws, no hope for the future. After an apocalyptic war that nearly destroyed civilization, those who have survived terrible plagues, revolts and winters for three years, trying to regroup in villages and lead a quiet life, although very primitive. In this heinous planet, comes an enigmatic character who travels aimlessly and has a knack for playing Shakespeare, yet has something much more important: the ability to renew lost hopes.
