MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1970 film?

Elgar is a rich, bored teenager who buys an apartment building in a poor neighborhood. He plans to evict tenants and renovate the building but surprisingly leaves home where he lives and decides to move to the building you just bought. A remake called The Landlord (2007) was made based on this movie.
