MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1980 film?

In 1945, a German general in Switzerland can conceal important secret documents. In 1980, a series of murders and clues lead to the discovery of a plan to recover those documents that contain a formula that transforms coal into oil.
