MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

When the Pentagon suspect that from a military base near Mexico, drugs are being introduced in the United States, decided to send a specialist to investigate intelligence. Once there you must gain the trust of traffickers. This film is a prequel of The Base 2: Guilty as Charged (2000).
