MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2002 film?

When the Sheriff Darl Hardwick wakes up in his patrol car after a night of drinking, finds a body in the ditch: the victim is Mona, a transsexual. Darl not think wasting too much time here, especially because the judge asks him to file for the governor did not lose the election. Meanwhile, there is an intense debate about who will build casino in town, and Bull, Darl's father, is one of the most passionate opponents. When Darl is that the governor plans to support another candidate for the office of Sheriff, decides to stand on their own elections.
