MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

Karen, police psychologist, returns to his home in Texas trying to forget the death of five hostages who could not avoid and weigh on his conscience. Distracted have an accident on the road and picked up by an extraordinary Southerner named Frank, who travels with Rayanne, her mistress. When he discovers that his wife is unfaithful, explodes in rage and kills her. Karen escapes and finds a government lab where they work with a time machine will be activated unintentionally making it back twenty minutes, she will use to try to prevent the crime of Rayanne.
