MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1986 film?

Coxville Mayor, a small holiday resort on the coast of California, has ordered the police chief, Sgt Hardbutt, to clean the streets of crime within two weeks before the annual visit of the governor. Although angered by the request of Alacade, Hardutt is forced to supplement their staff, who already have too much work, with " recruits " civilians who intend to use with disastrous results. Plan a murder attempt by phone the governor, who will be protected by the inept " new division ".
