MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1990 film?

He who had been powerful Empire of Chance, made by creatures in perpetual mutation, the random, deliberately causing chaos in human society, living in the year 2004, a period of profound decline because of a young scientist, Tristan of Peraustrinia, appears to control everything. Peraustrinia is the city of science, in which the news predict the future. The only thing that is beyond the control of Tristan és love, preventing him from dominating the will of the cute princess Priscilla, who hates him. The Big Ton, Emperor of the random, wants to reach an agreement with Tristan: if it helps, the random get the princess to fall in love with him.
