MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

Year 2053. An error in a military experiment has devastated Earth. The ozone layer is destroyed, causing periods of intense exposure to sunlight which kill any life form. The survivors living in shelters that provide a modicum of protection. In the town of Jericho, a small group of people trying to achieve and secure the fabled city of Neon City. On the way I expected something more than a desolate by the Sun.
