MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1931 film?

A murderer of girls has frightened the entire city. The police are looking frantically, desperately, arresting anyone suspected minimally. For their part, the leaders of the mob, angered by the raids that are suffering because of the murderer, they decide to look for themselves.
