MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

New York, 1932. Ray Gibson is a petty criminal who has just snuck into the club immediately detects Spanky and his first victim of the night. The naive Claude Banks, aspiring accountant, has come out with his girlfriend that night and soon suspect that it has become the target of Ray. Claude's portfolio is handed over to Ray, who thinks he has gotten so money to pay gambling debt he has with Spanky. But Ray is wearing a disappointment because Claude, who also has the vice of gambling, as he is so broke.
