MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1991 film?

"Topper " Harley is an elite pilot, a "Top Gun" U.S. Air Force, he has to live with the legacy of his father and that maintains a bitter rivalry with another pilot, Kent Gregory. One day he entrusts a tough and dangerous mission: destroy a nuclear plant of Saddam Hussein.
