MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1994 film?

It tells the relationship between Tess Carlisle, one stubborn and uncontrollable widow, former first lady of the United States, and also Doug Hugh, head of the security service whose job is to watch her. Doug, tired of the eccentricities, whims and the complex character of the lady, has urged that the addition target change, however by contrast Tess manages to in this way to stay with her permanently.
