MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1959 film?

In an imaginary Latin American country where there are no cars, a street sweeper comes up with plastic bags put them to the tails of horses to ease your work. His brother takes the idea and proposed it to the governor and the president. He then decreed that the horses must use hygienic bags and deliver them to the government when they are full. And when they need the fertilizer should buy it.
