MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1990 film?

Alex Kearney's life, a teenager working at a police station in a residential area of Philadelphia, skips a beat when it demoted and transferred to the worst and most dangerous curator of the town. In addition, nobody wants as a comrade by his lack of experience in difficult situations. Finally Detective Dennis Curren is a clever loner type who will take care of him. This movie is part of the Downtown trilogy (1990, 2000, 2004).
