MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1997 film?

Rob a police psychologist helps save the lives of young Chrissy, when he was about to commit suicide by jumping off the balcony of a flat 23 with her 4- year-old. Rob persuades her to go on a date, but then get caught in the lift because a group of drunk damage the elevator machine room.
