MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1960 film?

In the prison of Toulouse is about to execute a death sentence, but the awkwardness of the executioner, leaving a nail into the guillotine, he saves the life of the defendant. Eleven years later, a wave of blackmail plaguing the city of London: citizens of good standing will receive a letter of extortion in which printed a red circle.
