MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1949 film?

Frank Bigelow breaks into police headquarters to report that has been the victim of a homicide. At first, the Chief Commissioner believes that it is crazy. However, as Bigelow is telling the facts, you realize that the story is entirely consistent and, if true, a murderer on the loose.
