MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2004 film?

Hong Kong 2004. A mobile unit TV shows clearly the police to record the shameful actions of some agents in a skirmish with a band of looters organized. To regain lost credibility, the police carried out an unprecedented deployment of troops: the commander Rebecca Fong brand aimed at catching criminals, holed up in a labyrinthine tenement.
