MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2000 film?

An account about an officer who had been assigned to a secret objective as an undercover medication dealer, because of the permit to destroy, deal in drugs, and do whatever is necessary for their identity to keep key, because of the ultimate reason for reporting back again to his supervisors. Slowly, after several years of losing hold over his mission and function, realising that being a drug dealer became his real identification, and that he hasn't heard back as soon as from their supervisors, he then goes and attempts to contact them straight back, only to realise that the designated postman had never delivered back any of the reports to his supervisors, not to mention appreciates they occur.
