MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1986 film?

The New York of the future is not very different from the present, except for the addition of the tower Fraud. On the streets there is still life and death struggles and this time the fight is between Kai, psionic experiment failed, and one that has been more successful. They fight for a girl who seems to have the power to destroy the planet. The question is: Who is fighting to rescue the planet and who tries to bring Armageddon and why? Do Kai will realize everything before it's too late ?.
