MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1987 film?

Thirty years, in a small town in California. After the tragic loss of his wife, Elmer Jackson Carpenter discovers will also lose their children because consdieran authorities must go to an institution. Elmer will battle to regain custody of their children, a long odyssey filled with red tape, anger and pain.
