MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1988 film?

Nico Toscani, a veteran of the Vietnam War and FBI police, is ordered not to act on a mysterious cargo of explosives linked to a known trafficker. However, when Toscani chooses not to follow the orders and investigate the matter on your own, stumbles upon an international drug operation in which are involved the CIA and even high officials of the government.
