MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1999 film?

Stevie is a young 13 year old asthmatic. Playing in his mother's room, she finds a gun. His girlfriend Rockie comes to seek and also target school. Along the way, Stevie decides that besides the air unbreathable not support the town and wants uence. As they passed a bank decide to steal it. But what at first seemed so simple it is not so. Immediately hundreds of police surrounding them, led by Commander Daniel Bender FBI. Rockie and Stevie will now have to take hostages. All media have their eyes on so singular robbery. Meanwhile, the work of Bender commander is to have all resolved without even the slightest hurt.
