MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2009 film?

Scattered near the Central Claims Department, around the South Railway Station Beijing, living the petitioners. They come from all over China, later having exhausted legal avenues possible in their localities. Zhao Liang has been filming them since 1996. Living in temporary shelters or directly on the street, waiting for months and even years to get justice for his dismissal, abuse by authorities and injustices that plague.
