MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1984 film?

Melvin is a pathetic driver of a motorcycle cop who was demoted to working the night shift as a punishment. During his off duty time, however, Melvin becomes his secret obsession: comedy. He puts a paper bag over his head and held in front of the public as "The Unknown Comic ". To balance his two lives, seeking psychiatric help to try to figure out who wants to be a reality.
