MOVIE SYNOPSIS - Where can I watch it and what's the story of this 1993 film?

In a future after a nuclear disaster, the cyborg warriors are the ruling class. Altered peace and order mission for which they were designed by the creator, it designed to Gabriel, the last cyborg, progrquerido to destroy all others. On his way to find Nea, seeking revenge for the killing that cyborg did in his village. Together they seek to Job, the leader, in a succession of places and events that will lead to a wicked plot of liquid blood and power.
