MOVIE SYNOPSIS - Where can I watch it and what's the story of this 2009 film?

Salvatore, an Italian priest exiled in Cartagena, who uses marijuana for medicinal purposes, is involved in a drama when Angel Oshun, father of Gabriela, a princess locked, is about to become the first black mayor of the city in the five hundred years since it was founded by Spanish and African slaves.
